This article has been there to impose tougher penalties on individuals involved in drug trafficking and distribution. It is more difficult to trafficking in drugs, if you can not communicate with the people you work with or sell its products. I would say that if you use some form of communication device (whether telephone, radio or what have you) to help you commit the crime, you would be subjected to greater punishment.
