Hotels That Allow Smoking

Are there hotels in downtown Seattle who are smoking?

It is up to each hotel. Some do, while many have moved to entirely non-smoking. For example, the Crowne Plaza are smokers. http://www.hotels.com/ho107020/crowne-pl ... I'd probably look for hotels in my price range and then look through them to see if they offer Non-smoking room or not. Hotels.com has really detailed info on hotels from my experiences.
The ban on smoking in public places is just that, public places. You can not smoke in restaurants or bars more. You need to go outside. Some places do not enforce the rule about standing away from doorways, to find a place to smoke the rain can be tricky.

As a smoker boy I hope. I know that some places like pubs, but unfortunately most do not. As for hotels, I do not know

I recommend you leave cause if you go into a room with smoke, you feel so Smokey. so thats what I think because I do not smoke.
